You'll probably see the Orc Stronghold first; it's attached to that. All you have to do is go southeast from windhelm and keep going that way until you find a cave logo on your top map that tells you where your current mission tells you to go.
You will know you found it when you reach a mine that is filled with orcs. Sign up to join this community. The best answers are voted up and rise to the top. Stack Overflow for Teams — Collaborate and share knowledge with a private group.

The final 2 or 3 can be obtained after activating the "false floor" trap which can be triggered ten feet passed the first set of stolen ebony, in a dead end with several ebony veins. I only found two here, so I don't know if there are actually three or not. The map above gives an idea of where it is. Head the direction my pointer is facing and you'll find it. They could also be sitting up on top of the trap, and you won't have to activate it.
I got a little too close to the trap and accidentally triggered it without noticing the ebony. It's worth checking the area before triggering the trap.
This still only scratches the surface of what's here! All the above is simply what's inside the mine. There are tons of treasures outside the mine, in the Orsimer stronghold of Narzulbur. First up, directly outside the mine is a cart with three more stolen ebony ore.
To the right of that when facing the mine is a little shack with a book, "Heavy Armour Forging". If it is, I've already collected the level for it. That's why I can't be too sure. And to the left also when facing the mine is an orichalcum vein. You'll know it by the two barrels you can see in the image below. In the little forging building down below is yet more goodies for anybody willing to steal.
On the armour workbench there is another ebony ore you can steal, as well as an ebony ingot you can steal. Beyond that, on the cliff, for those of us with Hearthfire, is a stone quarry. In a bucket along the edge of the forging building, under some scaffolding, is another ebony ore that can be taken. This one, surprisingly, is not considered stealing, so take at will.
On the side of the bridge the mine is located on, there is another cart with a bucket and several tools. Inside the bucket is another ebony ore that can be stolen. Now, this concludes the mining side of the village. However, this is not all that's here. On the village side of the bridge, there are several more goodies you can steal. First, in the little wooden shack closest to the bridge, there are two iron ore, two iron ingots, two ebony ore, and two ebony arrows a sneak-thief can take.
The arrows may be level-dependent, meaning you might not find ebony arrows like I did. I am level 61 when on Maraq'een while doing this, so that may have affected it. They may not even be there all the time, so don't expect to find them every time.
In the hunting shack directly next to this, there is a bunch of animal pelts, a bow, and some decent potions. You'll know it by the deer carcass on the table in front of it. I did not take pictures of it. Across the stronghold from the above hunter shack is the longhouse. In the basement, which can be accessed by a trapdoor to the right of the main entrance when looking straight at it is a skill book named "Song of Hrormir". It's a Two Handed skill book. Apparently it's southeast I spent about 2 hours yesterday looking for it because every knucklehead said it was directly East near the mountains. User Info: Auron Yes it is indeed SE of Windhelm. Have to go around the mountains and it is actually inside an orc encampment.
There is a quest to be allowed to enter, but it is also possible to get inside by force or going around and over some rocks. Definitely worth it as I found 15 ebony veins inside.
